POWER AVAILABILITY IS BECOMING CONDITIONAL
The next phase of AI infrastructure may be defined as much by the terms of power access as by the amount of power a project can secure.
PJM, the largest U.S. grid operator, is responding to a 6.8 GW capacity shortfall while forecasting roughly 70 GW of additional demand by 2038 from large new users including data centers. Proposed measures include greater visibility into large loads and potential emergency curtailment of facilities that are not self-supplied.
WHAT THIS MEANS ON THE GROUND
Owners and engineers should ask a more detailed question than, ‘How many megawatts are available?’
They should also ask how firm those megawatts are, what curtailment rights exist, and how efficiently the facility can convert its power allocation into compute.
Cooling efficiency is part of that equation. Every megawatt not consumed by unnecessary chilling, pumping, or heat rejection can support more IT capacity inside a constrained electrical envelope.

THE DATA CENTER AND THE POWER PLANT ARE STARTING TO BECOME ONE PROJECT
A 1 GW AI data center proposed at the Savannah River Site is being paired with dedicated on-site energy generation.
That is more than another large project announcement. It reflects a broader shift in how gigawatt-scale AI campuses may be developed when conventional grid interconnections cannot keep pace.
WHAT THIS MEANS ON THE GROUND
Behind-the-meter generation changes the design conversation.
Power generation, redundancy, cooling, heat rejection, controls, and operating strategy increasingly need to be engineered together.
For mechanical teams, the power source is no longer somebody else’s problem. Its operating characteristics can influence the cooling architecture and the facility’s ability to maintain reliable compute capacity.

PERMITTING RISK HAS MOVED BEYOND CITY HALL
New York’s one-year moratorium on qualifying large data center permits is an important signal for the industry.
The issue is not simply whether communities support AI. Regulators are increasingly asking what large campuses mean for electricity prices, water supplies, land use, and local infrastructure.
WHAT THIS MEANS ON THE GROUND
Power and water documentation should be part of early project development, not something assembled after the mechanical design is complete.
Cooling architecture can help tell that story.
A project that can demonstrate lower water draw, efficient heat rejection, and reduced auxiliary power demand enters the permitting conversation differently from one that cannot quantify those impacts.

LIQUID COOLING IS BECOMING AN OEM-QUALIFIED ECOSYSTEM
LG Electronics reported that its 600 kW coolant distribution unit received NVIDIA final quality certification. The larger significance is not one CDU.
It is the continued movement from custom liquid-cooling projects toward repeatable platforms in which CDUs, cold plates, chillers, controls, materials, and coolant requirements are increasingly evaluated as an integrated system.
WHAT THIS MEANS ON THE GROUND
Coolant selection cannot be treated as an isolated commodity purchase.
As OEM qualification expands, fluid chemistry, material compatibility, filtration, operating temperature, warranty requirements, and long-term monitoring will increasingly sit inside a broader approved system architecture.

COMMISSIONING IS BECOMING PART OF AI READINESS
High-density liquid cooling introduces a simple problem: how do you prove the cooling system works under realistic load before millions of dollars of AI hardware is installed?
Liquid-cooled load banks are one answer. They allow commissioning teams to validate CDUs, facility loops, rack infrastructure, flow, temperature, and heat rejection before critical IT equipment arrives.
WHAT THIS MEANS ON THE GROUND
Commissioning plans should address more than electrical load.
Cleaning, flushing, fill-water quality, coolant concentration, air removal, hydraulic balance, thermal validation, and baseline fluid analysis should all be documented before startup.
The first coolant sample should become the system’s baseline, not the first troubleshooting sample after something goes wrong.

WATER STRATEGY IS BECOMING AN INFRASTRUCTURE COMMITMENT
The industry discussion around water is becoming more sophisticated.
It is moving beyond a single efficiency number toward questions about water source, seasonal availability, recycled water, dry cooling, local infrastructure investment, and transparency.
WHAT THIS MEANS ON THE GROUND
Owners should be able to explain where cooling water comes from, how much is actually consumed, what is discharged, and how the system behaves during the hottest part of the year.
